There doesn’t appear to be any kind of logic to build an EV factory powered by thermal energy as the cost of mining, manufacturing of batteries that would eventually power electric vehicles would surpass the savings generated from EV batteries, had the govt looked at alternate power sources like solar, wind & others, it would help bring down emissions from coal
